I'll be joined by a career law enforcement officer, the middle of three generations and his family engaged in that profession, retired sergeant in the Rochester. Mr. Police Department, Brett Zabowski. Sir, good morning. Welcome to the broadcast. Good morning, Bob. How are you, too? Outstanding, my friend. Outstanding. I hope that you are doing well. A lot of controversy lately across the country about a particular brand of cameras that read license plates, and it's raised questions about that whole technology. And I just wondered with your experience, what these do, what we should understand about them, please. And so we're talking about flak camera system.

And, you know, before we even talk about, we have to talk about, you know, right to privacy and or expectation of privacy. And when you're on a public road in New York State, there is zero expectation of privacy. I can sit at the end of my driveway and videotape or take pictures of cars going up and down the road. And there's nothing illegal about that. I could put a video camera on my mailbox and videotape everyone that drives by my house, and there's nothing illegal with that. So with that being said, these slot cameras are constitutionally legal since there's no right to privacy on a public road. So that's the starting point. And what these flock cameras do is they take pictures of cars going by, the capture license plates. And these pictures, what flocks do not do, is flocks do not run the license plates. They don't say, oh, that's Brett Sobrecki's car or Bob Lonsbury's car. It simply takes a pitcher. It does not give out speeding tickets. It doesn't know how fast you're going. It doesn't care if your license or your registration is suspended. It doesn't do that. It doesn't care if you have tinted windows. None of that. It just takes a picture and then it stores it somewhere in the cloud. And right now, I believe it's saved for 30 days. I'm pretty sure that coming up soon is going to be seven days for a week. And for law-abiding citizens, that's where it ends. Nobody knows what cars these are and who they're registered to. No one is looking in the cloud and saying, I want to know what Dave Smith is doing where he was traveling yesterday as a law-abiding citizen. Where they come in handy. is, first of all, you can input plates into it. So I can say somebody got abducted in Albion, whether it be like a straight-up abduction or maybe a custody dispute and a parent has a child that they shouldn't. And I know what car they're driving. You can input that plate into the flock system and then when it hits a flock camera, then it will give me a notify and other law enforcement to say, this car just traveled north. on Route 98. And then we know a good starting place to go look for that person. You could put stolen cars into the flock system. You could put in, you know, if there's a person who was missing, a missing person, or maybe an elderly person with dementia. and is driving around and hasn't been home, you can put that pleading in there to be notified. So I defy anyone to tell me how any of those examples are bad examples and that we should not use slack. And so then, you know, people are going to point to apparently law enforcement officers, some law enforcement officers, very few have used them, maybe to track a girlfriend or an ex or something like that. And what I say to that is, You know, let's look at, I think it was Hilton. Is that where the school administrator, maybe the principal was molesting kids? If I'm not mistaken, like, we didn't shut the school system down, right? We didn't stop sending our kids to that school system because that perpetrator perpetrated that crime. No, we held them accountable, right? He got arrested and he got prosecuted.

And whatever that rises to for these few officers doing it, then that's what you do. But you don't throw the baby out with the bathwater. It's a valuable tool nowadays for law enforcement. Cameras in general, the reason the clearance rates are so high is you look at the city of Rochester, the blue light cameras, the cameras, the cameras that businesses, the personal cameras, the doorbell ring cameras. Because of the totality of all that, it's very hard, it's much harder nowadays to commit crimes and not be caught on camera. So these flocks, and for my line of work in a drug deal, and I'm not giving away trade secrets, but I'm telling you right now, we've made numerous, very, very good felony arrest because of those slot cameras. Speaking to Brett Zabowski, again, he's the middle of three generations of his family who've worked in law enforcement, spent a full career with the Rochester Police Department currently engaged in Orleans County. The flock is a brand. Are these like... When we hear LPR, license plate reader, this is the same thing. And I don't know, do we have Flock brand around here? Do we have other license plate readers? What do we have in our region, please, sir? So we do have Flock in Orleans County. That's the camera system we went to. Like, I know Greece, you know, there's a controversy in Greece that they have license plate readers. And so there is a difference. And I guess one of the differences is there's police cars that drive around to have license plate readers. And some of those are tied to DMV. So as you're driving, as a deputy for Monroe County, say he's driving down the road with a license plate reader, as the cars go by, it, it. reads the license plates, it runs it through DMV, and if there's nothing wrong with the car, you could pass a thousand cars and nothing happens. It's when a car goes by and has a suspended registration because they didn't pay their insurance. Then it dings, makes this weird noise. It shows the number. Then the policeman swings around, and he stops that car. Because, again, like, who in the right mind wants someone driving? We pay insurance. I pay, like, 2,400 a year for a car. Who wants people uninsured motorists on the road so when they ram into your car? that your insurance is going to end up paying for and whose rates go up. Like, it's just common sense. And in these license plate readers, the same thing is you could put wanted suspects cars, a car that's tied to a homicide, and you want that as evidence to put that into these license plate readers. So there's different, I'm not sure what the city uses of Monroe County, but I do know that these flock camera system are interspers because...

You know, I had a check on where a car went, a drug dealer car, and was able to kind of pinpoint certain things about his enterprise using the flock system, not just in Orleans, but in other counties. Brett Zabrowski retired Rochester, a police sergeant. currently works for the district attorney's office doing investigations in Orleans County. Also, I wonder, like, if you can use it to extrapolate. Like, say, we have a string of burglaries, and if we have had LPRs or whatever in the neighborhoods where burglaries occur, if you, okay, let's look for common license plates that were, you know, near crime scenes at the same time. Are applications like that possible, sir? It's possible. possible, but what makes that kind of, what makes that harder, Bob, is your, is the sheer volume of cars that are being, you know, that are, depending on where the camera is, captured. I mean, you could, it could take forever, but what's probably more important is putting people at scenes of crime. So you know, you know that this car with this plate number came and did, you know, and did a shooting. And then you start putting that into flock. You're like, okay, at, you know, two minutes before the scene, it hit this flock camera. And then you do the Google Maps, and you're like, well, gosh, it takes two minutes to get to the crime scene. And that's when the shooting occurred. Well, that's great evidence because the person who, that can't say, well, that car wasn't there because it sure was. And it was in the time frame of when that shooting occurred. So a lot of times, honestly, it is used for lookbacks. for crimes that have been committed. But also it's a valuable tool for people that maybe wanted and or, again, whether it's missing persons. We did that out here for a missing person. There was this female who was missing. They believed she had, you know, domestic issues with her boyfriend. They were afraid she didn't show up. Mom was like, we don't know where she's at. This is the car she drives, and we put that in the flock. And later on, we discovered that she was actually in the hospital, so everything worked out well. But that was just a tool to try to track this young lady down. Brett Zabroski is engaged in law enforcement, has been as well into adult life. So if I'm just Joe or Betty, New York, what should I think about these? No one cares. Nobody is tracking. I get big brother. I get less government. I'm all for it. But nobody cares if you are John Q citizen going about your life as a law-abiding citizen, which 95% of us are. Nobody cares. Nobody's tracking your movement. Nobody's looking to track your movements. It's not a thing, Bob. And what I say is if people, if there's a huge, I'll cry for this. and you think it's unconstitutional, then call your state legislators and voice your opinion. You can't have it both raised, right? You can't. We bash the socialist Democratic Party when they're like, oh, these ice laws, we've got to change the ice laws. Well, you were in power when we were doing it during Obama, and you didn't want to change it then, but that's not just like B. Joe Morrelli pound our fist on the table.

For sound bites, like if you want to change a law, change a law. There's mechanisms for that. But nobody, everyone just wants to complain about things and not do the hard work if they believe it's, you know, unconstitutional or they want to change the Constitution. So nobody cares, Bob. They honestly don't. Like, it's not a, it's not a big brother watching law-abiding citizens. This is all to apprehend either bad guys or to find people that need to be found, whether abducted and missing persons or anything in the middle. Yeah. Brett Sobrowski. I wonder sometimes like there's been a lot of recent focus on flock products and damage and vandalism done to them. Part of my attitude is I think this is just the most recent manifestation of the defund, the police. We hate the cops movement. And so, you know, they get flak for saying we hate cops. So let's attack their equipment and do everything we can to make them less effective. I think that's where this hard feeling toward flock comes from. You're 100% right, Bob. It's just a manifestation of all cops are bastards, right? Damn, be the cops. It's just this moving target, and it's the flavor of the day. It's like it's reminiscent of Tesla's right. For a while, Elon Musk was doing Doge and Teslas were getting vandalized up and down. And in another month, it'll be something else related to either the Republican Party and or something with the police. So you're 100% correct on that. That's Brett Zabrowski. It's been a big talking point that it's this whole, you know, kind of defund the police, Antifa idea. And I'm just here to say that there's a lot of young, patriotic, freedom-loving Americans. They do not want to see these things put in our community. Oh, conservatives can have their heads up their ass just as easily as liberals. I mean, if you've got the basic flexibility, you have the basic flexibility. The deal is when you carry water for the devil, you're on the devil's team. Just being honest with you, whatever your motivation might be, these cameras have been in one form and other license play reader technology for at least a decade. In active use. And if you think you can walk down the street and scratch your ass without being on seven or eight cameras and people chuckling at you, you're wrong, right? This is not 1987 anymore, and cameras are everywhere. And to deny their use to the police, again, when you're in a public place or are visible from a public place... You have no expectation of privacy. I mean, you, me, the man in the moon, can take pictures of you. And the notion that you would forbid the police from scanning license plate numbers as people pass in the name of this is intrusive on you. Okay, so if the police can't do it, what about the private companies which use LPR all over the country? What about them? What about Joe Blow puts up a camera? This is an effective tool and taking it out of the hands of the police empowers the criminals and those who are opposed to the police. It's time for news with Dave Debo on News Radio Wham 1180. Again, these are hospitals that have done the gender mutilation on children through hormones or through surgery. And you and I have spoken over recent years about the disproportionately large number of such procedures which have been done by the University of Rochester. And I see here on the list of targeted institutions is in fact strong Memorial Hospital. So the Trump administration has identified strong as a practitioner of this, butchery, and is going to seek to do something about it. So we'll see how those chickens come home to roost. It is that pairing, that alliance. is impossible to comprehend. The only thing that can drive people with such disparate interests together is an extraordinarily strong shared hatred. And you just have to ask, what is that strong shared hatred for? Is it just Republicans? Is it the basic nature of the American society? But the deal is that the two philosophies are horrifically incompatible. And, you know, gay people, trans people. They don't get to exist in almost all Muslim countries. That's just a fact.
