Palisades Village is reopening tomorrow, being shut down since January after the fire. But Rick saw what was coming, prepared. He had a private fire crew defend the village. I suffered a lot of smoke damage, though. And so there was extensive renovation. And he's ready to open. And it's the first major thing to open in the Palisades. We'll talk to him in an hour. And we have Tracy Park here, whose council district is west side of L.A., including the Palisades. Tracy, how are you? I'm good, John. How are you? I was just hearing you about Palisades Village reopening. We are so excited for that big development coming tomorrow in the Palisades. Thousands of people, I'm sure, will be showing up tomorrow. It is so exciting. You cannot even get a dinner reservation in the Pacific Palisades right now. So we wish them the best of success. I hope so. And I hope this lasts a good long while. I hope people keep showing up while the rest of the construction happens. That is the plan. And as people are coming back, John, it is, I think, again, a really important reminder about public safety. And, you know, Rick was able to provide those private firefighting services. But, you know, the reality across our fire department, as you well know, we are still staffed. for a city of the 1960s. And we have not added new fire stations or firefighters in decades. And yet the calls for service, as you know, have tripled and beyond. And we see... the exposure for our public services and our public safety agencies across the board, whether it is our fire department, the dangerously low staffing levels at LAPD, it constantly causes me worry. Where are you on that proposed sales tax, which the Firefighters Union had proposed with the money going just to the fire department since City Council can't seem to provide the funding? Well, you know, John, it is one of those things where the situation is so dire, and this city for decades has repeatedly failed to get this fire department adequately staffed and resourced for where we need to be. You may remember when I came into office.

I had already begun whistleblowing about the critical staffing and funding issues over at LAFD. Just. Seven months before the fire, I was fighting just to get adequate funding for enough mechanics to fix the hundred broken rigs sitting over at the bone yard. And the hard reality is that this crisis is not going to be solved inside the four walls of the city budget and this problem is so dire and the need so urgent. that the firefighters have taken it upon themselves to bring this ballot measure to secure a new funding source to help build new fire stations and add new firefighters and so i am fully supportive of this effort um in large part because it is led by our firefighters themselves and because that money is earmarked exclusively and only for the fire department. And the mayor and the city council cannot get their hands on it and use it for any other purpose. So that offers me a lot of reassurance. We've got to do that. How do you think we got here? I know you only showed up four years ago. But it's inconceivable to me. We have about half the fire department we should based on our population, based on recommendations from national firefighting agencies. How did it get to this point over all these decades that were still at levels from the 1960s? You know, we talk about this city budget being a priority and values document. And this city has so many priorities. that it has not adequately funded any of them or done any of them well. And I will continue to point to the outrageous unchecked spending on the homelessness boondoggle in the city of Los Angeles as an example of where dollars have been allocated and not well accounted for. And that is an egregious example of it. But, you know, we have other city departments that are also increasingly understaffed. LAPD is another good example, John. We are at levels of staffing that are dangerously recklessly low, in my opinion. We are a year and a half out from the 28 Olympics. We saw the stresses on both our fire and police departments, certainly in the aftermath of the Palisades fire, certainly as we saw civil unrest in LA over the last couple of years and most recently, the lineage fire. And there are just so many repeated examples of why these public safety...

Departments need to be a top priority, and yet because it is so difficult to achieve some form of consensus, and we have not had adequate leadership on some of these issues, the budget that is pie, it is literally pie, gets divided up amongst those priorities. And some of them are very good. Our Wreck and Parks Department, our sanitation department, our Bureau of street lighting. Every single one of them is understaffed and underfunded. And so there are just so many ongoing obligations. And unfortunately, over many years, the city did not adequately prepare the long-term staffing and investment plans. that we're going to be necessary to have us prepared for the modern city with all of the challenges that we now face. Is there any way to get the other members of the city council to move your way? You only seem to have maybe two allies at the most that you can count on for this, which is just astonishing to me. What about the rest of them? With all the city has gone through in the last couple of years, what does it take to move them to start doing something rational, something normal and helpful? You know, it's an interesting council in terms of the diversity of priorities and viewpoints. And, you know, one thing I have shared with my constituents regularly, you know, in order for me as a council member to do anything, I have to achieve a minimum of eight votes. And there is almost no day where I have a motion in city council where I am guaranteed a common sense caucus of eight members. You know, when all 15 of us are in the room, I can usually get us where we need to be. But on most days, any number of us are absent. And I have to oftentimes sit and count on my fingers. Do I have the right people in the room and enough of them that I can actually move something forward today? And, you know, there are actually occasions when I have to continue my own motions. So I think it is an important reminder, and certainly as we head into these November elections, that how people vote and the investment that they make in local leadership has actual consequences. Tracy is the councilperson in the 11th district, the west side of Los Angeles, my councilperson. area including the palisades and we were talking about the incredible underfunding of the fire department and the police department and uh the first reason for the underfunding is the all the money that's going for the homeless situation it's incredible amount of money and i don't know if you saw the santa anna mayor

Valerie Mescua yesterday. She put out a video, and she had the Orange PD, the Santa Ana PD, and CHP. And they were going to the vagrants sleeping on the sidewalk, and they were giving them a choice. You go to drug or alcohol rehab. You go get mental health treatment, or you go to a shelter, or you're getting arrested, and you're going to jail. And she's been doing this once a month. And Orange County has a no camping law on the books. And, of course, the Supreme Court has said that is legal constitutional. And it seems to me, I'm just going to float this idea in the air, since nobody really wants to vote for Bass or Rahman. And it seems like it's going to be a close race. To me, the tiebreaker over which candidate to pick should be, who's going to say we'll implement with Santa Ana has. that we are going to start offering people either treatment for the drugs or mental health problem, shelter, or you get arrested and you go to jail until you see things our way. And I think a mayoral candidate who announces that's the new plan, that person would get my vote as much as I don't want to vote for them.

Well, John, I hear you loud and clear to the reason I chuckle is, you know, I have, I feel like often been the sole voice in the city of Los Angeles calling to restore a binary choice for people living on the streets between accepting help when it's offered and consequences if you don't. whether that is referral to a diversion program or court-supervised mandated rehab or jail or something else. And so, you know, the Supreme Court made clear in the grant's past decision that cities do, in fact, have the ability to regulate their streets and sidewalks. and an obligation to keep them safe and clean. We can hold people accountable if, as a matter of policy, the city of Los Angeles chooses to do that. You know, we have one candidate running for mayor who thinks it is perfectly acceptable to allow dangerous drug camps outside of schools and parks. and libraries. And that's Nithirama. Yes. You know, someone that has voted dozens of times against the ability of other council members in their districts. to try to keep shared public spaces safe and clean. And, you know, given where we need to go as a city to get serious about solving this problem, it worries me to death that there is a possibility that someone in the mayor's office is going to adopt policies that say it's fine to hand out drugs and needles in our local parks. It's fine. to have dangerous drug camps around schools. And so voters need to understand, as frustrated as they are, things could actually go from bad to worse. Yeah. Well, I think people ask me, which of the two should you vote for? And I think the candidate who clearly comes closer to actually cleaning up things, not facilitating drug use. getting them not only out in front of schools, but giving them choices. You get some kind of treatment or you go to jail. That should be the policy. It should be. And it helps all the people who are living out on the streets, primarily. Well, and I will tell you, John, anecdotally, and you've seen the progress over the last three and a half years on the west side. Yes, a lot. living on the streets for economic reasons who wanted help already said yes. That's how we got this far. I am now down to a population of people that involves predominantly widespread addiction and mental health issues who do not want to go or they are not well enough to say yes when help is offered.

But I'm sorry, me and everybody else, it's tired of taking no for an answer. We have got to change the policies so that when an offer is made, there is a clear choice deadline. And that people are going to have to start being held accountable for not availing themselves of the opportunities that have been presented to them. I can comfortably say the folks who are left on the streets in Council District 11 have all been offered an intervention again and again and again. They are choosing to remain encamped on the streets. And until the policies changes, we are going. We continue to have that problem. So I'm with you. That is the plan I want to see, and that is the type of leadership I would be looking for out of the mayor's office. Yeah. Well, listen, I really want everyone to know that you have cleaned up the West Side dramatically, stunningly, since the Biden days, the dark days from a few years ago. And I wanted just, John, give Karen Bass, you know, a shout out here. I will say that her. and assistance. her inside safe program have contributed substantially to the work that I have been able to do. And, you know, I appreciate that collaboration. It has contributed to the progress. I am not where I want us to be. And I have my own set of frustrations with this mayor, but I worry very much about seeing that progress erased if the other candidate is elected. All right. There's so much more to talk about. You've got to come back soon, okay? There's a lot of things to cover because there's nobody else in government now that talks like you do. That's Tracy Park. And you get Nithya Raman coming, and she'd like to put the homeless encampments back in front of the schools. Really? She would. She hates that there's an ordinance that allows city council people to remove homeless encampments from in front of your kids' school. So I'm thinking I know both sides want to appeal to the Spencer Pratt voting block. And I know most people in that voting block don't want to vote for either one.

They'll just sit out that particular race if they bother to vote at all in November. But they're up for grabs. And because both sides want the Spencer Pratt vote, it makes those votes really, really valuable. You could leverage this power if you voted for Pratt. And this is me talking, not him. This is just... My idea that I've thought about for the last 24 hours. It really is an awful, awful choice. Worst choice I've ever seen in my life between Bass and Ramen. The homeless situation is disgusting. And it has been for 10 years. And I think everybody should be out of patience. I don't want to hear all their stupid ideologies and their arguments, their attempts at shaming people, the attempts at manipulating people's emotions, making you feel guilty, making you feel like you lack compassion, F&U to all that stuff. I don't want to hear about it anymore. This has just got to end. So you've got a rare situation where there's a block of voters here, and they've got some leverage. And here's the idea I'm floating. You want their votes? You want the endorsement of people who were supporting Spencer Pratt. Maybe some of them might vote for you if you made an ironclad promise to end the homeless policy as we have it now. And let's pick up what they're doing in Santa Ana. with Valerie Mescua. Do you have that clip of her? Can you get that in about a minute? And I'm going to play this clip a lot, I think. This is where we have to go. And if Santa Ana can do it, because, you know, that's not a peach of a town. But Santa, Orange County has a no camping law. Santa Ana has... this new policy we're going to play. And I just got a story here that Malibu is declaring a state of emergency because it's hot and dry, and they're not going to let homeless people live out in the wilds anymore, at least for the time being. Homeless encampments are going to be cleared, state of emergency. because of dry brush conditions, because of all the heat, and they want to reduce the risk of fires because the vagrants start a lot of fires, obviously. I mean, I think of like 13,000 of them here in L.A. because they cook outdoors, and they try to keep warm at night. So here is what the mayor of Santa Ana would do, and I wish somehow we could magically make her the mayor of L.A. This is Valerie Emescua. Hello, everybody. Good morning. I'm Valerie Meskla. I'm the mayor of the city of San Ana. I'm out this morning with San Anna PD with our cult team, our quality of life team, teen challenge, Salvation Army. And what we're doing here today is we're working with those that are homeless on our streets. We're offering them services, whether it's detox, a shelter, a program. And if they refuse all the services, then they end up going to jail. And why are we doing that again? They do this every single month. And why?

You should be so fed up with this, and here we have this moment where there could be a change of leadership or send the current leader on a new path. You want to be mayor another four years? I want to hear that speech. That speech, word for word. You say it, you mean it, and you execute on it, period. In fact, since we have a few months before the election, let's start now. You start that policy now. You instruct the police, you instruct whatever agencies, let's start going vagrant to vagrant and saying, you want drug treatment, drug alcohol treatment, mental health treatment, or shelter, or jail. Let's do that. I want to hear Nithya Raman say that. Although, you know, she can't do anything about it. She's not even charged with the Homest Committee anymore. But that should be the ransom. That should be the price of voters who went for Spencer Pratt. Because on their own, Lithuan and Karen Bass are horrendous choices. Horrendous politicians, horrendous leaders, horrendous public service, the worst. The worst. But there's an election. And there's only these two. So this would be the ransom. This would be the price. You immediately put it, you read Valerie Medici's speech and you immediately put that program into operation. It is legal to do. Supreme Court said so. It's constitutional. They're doing it in Orange County. They're doing it at Santa Ana specifically. And it's the policy in most of the independent small cities that are around or embedded in L.A. And I think that should be non-negotiable. I don't want to hear their excuses anymore. I don't want to hear their phony statistics. I don't want to hear about all their jargon, about their programs. I want them off the streets, and that's what you should you want to? Because what did she say? We have the right to equality of life? Yes, we have the right to a quality of life. Ribbon cutting at 10.30 stores open at 11. Two-thirds of the stores are coming back from the pre-fire days. One-third of the businesses will be new. And Rick Russo are going to come on and explain how he put all this together over the last 19 months or so. We were talking about the I think holding holding hostage your vote to either Rahman or Bass by insisting. And you're going to have to maybe. getting to organized groups for this, maybe organized online groups, to make it clear that if you're a Pratt voter, one idea, again, I don't speak for him, I'm not endorsing anything specifically, but I think one idea here, because I know that both Raman and Pratt, I'm sorry, Raman and Bass want the Pratt vote desperately, because the race is close and they both know that most of L.A. hates both candidates. There are not a whole lot of bass or ramen fans out there. But that's what we've got. And I think the way to make life better is to demand that bass or ramen promise to start doing sweeps on the street like they do in Santa Ana and offer these people drug, alcohol, treatment, mental health treatment, shelter. Or you go to jail. And everybody off the sidewalk, everybody out of the park now. Enforced by the police. Police, L.A. County Sheriff, any other nearby towns that can help out. That should be the price in my mind of a vote for either one of them. Now, in Malibu... As I mentioned, there's a local emergency. Now the city has the power to clear the homeless encampments within a day because of the hot, dry conditions. 41 fires since 2021 started by vagrants. 41 of them. And now they're just going to kick them out, period.

You've got no choice. You have to move on. So these people can be kicked out. They are being kicked out in Malibu. They are being forced to leave in Santa Ana. And that can happen here in Los Angeles as well. You just need one of the two candidates. And I think if one of the two candidates promised to run on this platform and actually Bass has the capacity to start implementing this policy, then they'd win the election. So if they want to win the election, time to appeal to the normal people who want this homeless situation in the streets to end. We've got Deborah Mark off today.
