Made me go, well, wait, who gets charged? What happens? Who gets charged? It's what the Attorney General James Uthmeier announced yesterday. We are announcing that we are launching a criminal investigation into OpenAI and ChatGPT, and we'll be sending criminal subpoenas to OpenAI. probably right now. As you know, a couple weeks ago, we announced that we had begun an investigation. For months now, we've been looking at several harms that Floridians, Americans have been suffering as a result of Chad GPT. They are tying Chad TPT directly into the FSU shooter. Here's aathmire on it. Hold on. That communication and our review of that communication has revealed that a criminal investigation is necessary. Technology, AI, is supposed to support mankind, it is supposed to help mankind, it is supposed to advance mankind, not end it. And unfortunately, what we've seen in our initial review is that ChatGPT offered significant advice to the shooter before he committed such heinous crimes. Now, let me put this into perspective real quick. AI is artificial intelligence at its core. It learns and it learns and it learns and it learns and it learns and it learns and it reacts and it does its thing. Right? When it comes to chat GPT and OpenAI, you enter information. It kicks it back to you, right? Who gets sent to jail? if OpenAI and chat GPT are found to be criminally responsible for this guy. Who goes to jail? Rather, producer, who would go to jail? No one, because there's no way that you can pin that accountability on any one individual person. Bingo! The biggest criminal that we can no longer convict is about to become AI and we aren't prepared for it. as Americans. What would happen? Hear me out on this. What would happen? Just put this theory into it. An AI decides it wants to steal $5 million from the federal government or from, let's say, Apple, right? It steals $10 million from Apple. And then it takes that $10 million. I just chose that. I don't know why. I mean, Apple's probably not even going to notice that. 10 billion then, all right? A lot of my... A million dollars isn't really a lot of money anymore, Dr. Evil. Ten million then. Anyway, so they get this million. Then this five, six million, ten million, let's just say a billion. Let's go even bigger. A billion dollars gets distributed to...

Americans all across the country from an AI bot who stole the money and then decided who rightfully deserves it. No human was involved in it at all. The AI decided to do it itself. Who gets criminally charged? Nobody. I mean, that would require the AI to have some level of sentience, but I don't think we're that far off of a possibility like that. Right, we're not far off. That's my point. Like, we are not far from that. If we are right now talking about criminally charging open AI and chat GPT, then we are... on the ragged edge of AI becoming one of the criminals. This is the new Wild Wild West. AI should be wearing cowboys and have six shooters on both hips. Cowboy hats, cowboy boots, and six shooters on both hips. Because that's what this is. It's uncharted territory. Now, passing clear laws that treat AI companies like any other business, if your product causes harm, you'll answer to it. But what happens when it progresses? Just like Glenn Beck after me, he said it before. Grock is growing so quickly that pretty soon it'll just learn on its own. And that's when AI becomes dangerous. At the same time, possibly criminal. Now, I understand when it comes to chat GPD and open AI, it's not going to go out and rob a bank. It's not going to go out and figure out to do wire fraud. It would have to take a user to implement it to do such thing and then a user would be liable. But this YWY West thought of what's going on now that you have this tie-in to FSU and that this kid supposedly had multiple 13,000 messages between him and Chad TPT to coach him on how to get max casualties when it comes to this. You know, I've met a guy like three times so far who is involved in AI education. And I can't wait to see him again because him and I are going to have the conversation about who would be held responsible criminally if AI did this. It makes you think of every movie where the machines take over, the movies where it changes all the red lights to green all at once and all the crowers crash into each other and all the things of the unlimited possibilities that are happening without us having any type of safeguard, any kind of laws in place to actually...

Keep this safe to the everyday taxpayer, the person who's out there just walking the street and has no AI involvement at all, but is going to possibly be in a situation where they'll need it. This was just a shock to me. When I first heard the story, I said, I said, oh, man, this is great. Attorney General is doing the great thing. And I always like to praise the Attorney General. I think James Uthmeier, other than his stance and giving guns back to felons, has done a stellar job as our Attorney General here in Florida. So when I saw this, I was like, oh, that's cool, that's great. But then I started thinking about, like, what happens when AI becomes the real criminal? What happens when that goes down? And you have to deal with it. We have yet to even think of that possibility. I mean, if someone wants to coach an AI to go in and eliminate everyone's dead and then go ahead and give everybody an 800 credit score, I'm good with that. You can start with me in case you get busted in the middle of it, you know, start with me. and then move on from there. But start with me. And then if you get busted, no 5 or 6D, but it won't matter. I'll already have a good credit score. You know, that's the things that I can't believe haven't happened yet, especially with all the cyber attacks that are happening in this world, that no one has sent that off into the IRS to shut them down, if you will. But now that this is happening, I'll keep you updated on what's going on with James Uthmeier and the investigation, the criminal complaint against the... Chat GPT, Open Eye, and those there. Before I get ready for our interview with Brian Hammond of the Lee County Commission, I want to give you some chills. And these chills are intense. So chills, not chill pills. No, chills. I want to give you chills. No, I wouldn't call it that. Okay. When I read this story, it made me really kind of freak out a little bit. And that is the fact that one man went out there, listen to this story. In 2016, this guy named Clint, Clint Winters, his mom lost her battle to cancer. In her final days, she and Clint bonded by working out together in his home gym. Just days after her passing, Clinton returns to the same gym. Overwhelmed with grief, he doesn't want to work out. So he leaves the gym and heads upstairs. Sits his phone down to reflect on what's going on. And then his phone suddenly rings the caller ID, his deceased mother's home number. He answers. Complete silence on the other end. No voice, no background noise. The family later confirmed that her phone wasn't even charged at the time of the call.

So what exactly is this? This is Clint choosing to see the divine sign. You know, I like to call them Godwinks, just like the one I experienced yesterday when I did get ran over by the F-350 in front of Home Depot. They're Godwings. Given that man a little hope to let him know that his mom is with him when he's in the gym, that his mom doesn't want him to give up on being healthy and end up having to have his own battle. So this answer. was exactly what he needed to hear. This answer was exactly what God knew Clint Winters needed to hear. This phone ringing with his mom's name on the caller ID. It's crazy to think. Welcome back to daybreak on 925 Fox News right all along. Joining me now on the show, Lee County Commissioner Brian Hammond, who called in to the second call yesterday after we were talking about the 1% proposed sales tax that they were going to have a workshop meeting on and to get roads fixed. Good morning, Commissioner. Great to have you on the show again today. What happened to the workshop? It got canceled. What happened? Yeah, hey, good morning. Yeah, we decided to cancel the workshop. I mean, basically, you look at the feedback that you get, even just by scheduling a workshop, was so negative. It's a clear signal that people don't even want to talk about any new taxes right now. So let's get to the root of. Back in 2018, you were one of the votes that actually moved the motion to keep impact fees discounted at 45%. And if you go back to 2006, 20 years ago, impact fees were in the upper words of $10,000. Now, here we are 20 years later, and impact fees are sitting somewhere around $3,000. Well, that's wrong. I'll push back on that. That's actually wrong. They're $9,000. They're not discounted at 52% right now for a zone? They are. That $9,000 is the discount. That's what I'm saying. So the study, you have to set impact fees based off of a study. The study says we could charge well over $20,000. thousand dollars per house per single family home and so we discounted it to nine thousand dollars yeah yeah but we also discounted it for the people that build 400 homes in an area am i correct It's discounted for everybody who build a home. And that includes me, by the way, like a person who can only afford to build a $200,000 house. Like, yeah, if you're going to – the government is going to charge me $20,000 before I can even start construction on my house. I guess what? I'm never building a house. I mean, how many people living on a teacher's salary, or let's say it's a two-teacher home, could even afford to build a house right now currently in Lee County today? And if the government then takes another $10,000 or another $20,000, What's that going to do to their ability to afford a home? I mean, that was my consideration, yes. But at the same time, at the same time, you have billion-dollar companies, million-dollar companies coming in here and dropping millions of dollars on big buildings, dropping millions of dollars on housing communities that... Now that money is being passed on to us to cover because of the shortage when it comes to the infrastructure. Your shortage. So what I'm hearing you say is capitalism is bad. I got it. I'm not saying that at all. I'm saying this, Brian. I'm saying that we're being forced to pay the money that was reduced years ago and now is behind the eight ball. Would you not agree with that? No, I wouldn't, and I'll tell you why. I look to our neighbors in the South in Collier County. They charged the highest impact fees in the state. They charged $34,000 per single family home on impact fees. And guess what Collier still had to do to try to improve their roads? They still had to collect a one-penny sales tax.

Lee County is the only county in all of our neighborhood right now that doesn't charge the one penny sales tax. And I'm not saying that's an excuse to do it. I said from the very beginning, voters don't want to talk about this penny sales tax. We should find a different way. We shouldn't even talk about this. I'm staying firm with my position. But I will tell you, if you're going to go out there and hold this like impact fees, solve all the world's problems, call your proved it. They charge the highest impact fees in the state, $34,000. And they still had to do a penny sales tax. I'm not saying impact fees cause all our problems. I'm saying the reduction of them for the past 20 years has put us into a position with a growth in population that's through another level. We just talked about that yesterday. You said we had a population boom in 2020. And now here we sit with still discounted impact fees for the big builders for those. Now, could you potentially make an impact fee for a builder and not for residential homes? No, you're not allowed to do that. You're not allowed to do that. I'm just curious. I wasn't sure about that. Yeah, I mean, that's what sucks about impact fees. They're old. They're out of sync with reality. They're outdated. The whole methodology is completely controlled by the state legislature and the rules that they put on us. And so impact fees have so many crazy rules on them. And by the way, don't forget this part, the key part. Somebody has to build a house in order to pay the impact fee. So if you're telling me. Hey, we're going to go collect the $200 million to build burnt store road wider, and we're going to do that from Impact fees. How many homes do you have to build to collect $200 million? Like, that's a lot of homes you've got to build. Now, I'm not saying that we haven't raised impact fees. In fact, we have. We've raised impact fees several times while I've been in office. We just raised them the other day for fire and EMS because we need to build more fire and EMS facilities. But I am saying we do need to get real about the fact that the way that we fund our roads currently is out of sync and out of date. Gas taxes are declining. People are driving electric cars and more fuel-efficient vehicles. Impact fees are way too restricted and that you can only use them in certain areas, only at certain times. And by the way, you count on somebody to build a house to pay an impact fee. So how many more houses do we have to build in order to come up with the money we need? And tolls are the other ways to do it. And the other thing is grants. I mean, yeah, we absolutely try for grants, but that's unpredictable. It's not guaranteed. We need a better way to solve the problem. But we haven't done a good enough job of identifying that problem and helping people understand that the way we fund roads is out of sync and out of date. Let's go back into yesterday's conversation where you told me that we were short. How much money when it comes to the actual roads and how much did we needed to get done? Well, so we, you know, it's funny, you know, we do planning. Two billion dollar road shortfall. That's what you told me yesterday. Exactly. It's that much. It's actually $3.4 billion. Yes, we've planned all the roads that we want to build from now until 2050. We planned them. And if you were to try to actually pay for them, it'd be about $3.4 billion. Now, we do have roads planned for the next five years. We are building those. They are funded. That is happening. It's like, it's not like we're paused, like we're not doing anything. We're building now.

But if you wanted to build the whole plan, you need to come up with a way to fund it. And if we're not going to do the sales tax, what do you think we should do? Well, you know, my feeling is government needs to live within its means right now and just do the best they can with the money they have. Look, people are taxed to death right now. They just are. And cost of living hasn't gotten any cheaper right now. It hasn't. Gas prices just shot up again. So I think until things start to get under control on inflation. You know, we need to figure it out. Well, Brian, I do it. I appreciate you taking my question. I know a lot of the listeners are worried about impact fees. A lot of people are getting missed misinformation. Even if you went online and did the research, nothing says that we are at $10,000 when it comes to impact fees. But I... Oh, yeah, go to leadgov.com. Everything is online. I hope that we figure out a way to fix the roads and make sure our roads are saying, obviously, from yesterday's conversation, It matters to the voters. It matters. How about the fact that Naples Mayor Teresa Heitman has been arrested again on a probation violation, all because she decided that she wanted to smoke a little wacky tobacco while she was on probation, which is an immediate violation of probation. Yeah, you can't make this stuff up. You have a public DUI, and then you decide to smoke weed. Now, she denies the charges, and she says that she went immediately after her probation meeting and went to a private doctor and had a... separate screening done that came out negative. Well, how's that possible? You get a positive at one place and negative at the other? How's that even possible? Are you trying to say that our probation department is flawed? Are you trying to say, Theresa Heitman, that the urinalysis, that the Department of Probation give out or flawed? Is that what you're trying to say? I doubt that.

I'm pretty sure that's one of the things that they have dialed in perfectly. And I don't think that's the case at all. But the fact that we're sitting here one more time talking about the mayor being arrested. And still in office means it might be time for her to step aside and go get some help. It might be time for Teresa Heitman to just sit back and understand that it's time to smoke your weed and have your booze, poolside at your house, and not out and about while you're trying to control taxpayer dollars. It might be time for Teresa Heitman to say, hey, I no longer want to be mayor because I'm trying to start in the next Cheech and Chong movie. It is a story that you can't make up, and it's one of those things that I just can't believe we are having a discussion again. I think she should resign. I think she should step aside, and I don't care about the outcome of this. It's her final term. She's going to stretch this out as long as she can to try to remain in office when the right human thing to do and the right morally correct thing to do would be for her to step down and say, hey, as a God-fearing woman, as someone who believes in finding help and self-help or whatever you want to say and go out there and step aside and say, I'm going to go soul search myself before the investigation comes out. But the fact that you ran off to go get a private drug test from your private doctor and expect us to believe something from a private doctor, it's probably not going to hold a lot of water. And we're probably not going to take that answer anyway. And she's probably going to be violated. If she gets violated, would she go to jail? I mean, most people do, right? If you and I were on probation and we got violated, we'd have to go serve the time, right? Indeed. Will a sitting mayor end up inside a jailhouse still as the mayor? because if they violated her today, she'd still be the mayor and go to jail. And then they would have to get her out. She should resign. This is too big. This is something that you have to seek help on. I just wanted to give you that. That's my two cents when it comes to Teresa Heitman, the mayor of Naples. And I certainly hope that she finds help and finds it very, very soon. I want to thank a few people. I do want to...
