Colorado Democrats introducing legislation aimed at speeding up online warrant searches. The legislation is a response to the Evergreen High School shooting, during which the shooter's online activity was under investigation by the FBI. Advocates of the bill say local authorities should have been notified and allowed to investigate. It has the support of Jefferson County Sheriff Reggie Marinelli. Colorado Congresswoman Brittany Pedersen also introducing a similar measure at the federal level. A dedicated space of support near Evergreen High is now open to help students impacted by that shooting. The historic Yellow House on County Road 73 is now home to the Evergreen Resiliency Center. Chris Sharlin, with Victim Outreach Incorporated, says that the space is open from 7 a.m. to 7 p.m. Monday through Friday for everyone still processing the trauma. If someone needs to go to counseling and they want to go during their lunch hour but they can't reach their therapist who's 30 minutes away, their therapist could potentially come here. and have that session. The house replaces the virtual resiliency center, which was set up online after the September shooting. A bill making its way through the legislature aims to protect kids who are making money on social media. The bipartisan measure establishes new protections and requirements for children featured in online content, also known as Kid Fluencers. Representative Megan Lukens is a co-sponsor of the bill. A parent or guardian must establish a trust or a minor if the creator is earning $15,000 more a year. The bill also provides the right to remove online content once a child reaches adulthood and it prohibits the second. of children for financial gain. The bill passed the House Judiciary Committee unanimously and moves to the full House for consideration. State Senator Dylan John Roberts wants to see penalties increased for speeders. Making sure Colorado's roads are as safe as possible as something that I hear about from my constituents all the time. He introduced a bill to increase fines and add possible jail time for habitual speeders. The bill has its first hearing with the State Senate Transportation Committee in a couple of weeks. The red flag warning for parts of Colorado expired, but the fire danger in these warm, dry conditions continues. The National Weather Services, Sack Iris, says a ridge of high pressure remains stuck over the West Coast. We just need that pattern to break down. There's signs of that starting to happen over the next couple of weeks. It does look like we'll start to see. More of a trough over the west and some regging finally built over the eastern U.S. Temperatures for the front range will cool during the week with potential snow in the mountains and rain in the front range by Thursday. Two men are recovering after having to be rescued from Long's Peak over the weekend. The 47 and 50-year-old climbers were at 14,000 feet Friday night when they called for help. The climbers said they were unprepared to spend the night. Rangers did maintain communication with the two through the overnight hours. A Chinook helicopter landed on the summit of Longs Peak Saturday afternoon to rescue the two men. Park Rangers say dangerous winter conditions still exist in the high country.

The military seizing another oil tanker in the Indian Ocean overnight. The U.S. had hunted the ship called the Akela 2 all the way from the Caribbean to the Indian Ocean before eventually boarding that vessel. Now, that vessel was operating in defiance of President Trump's established quarantine of sanctioned vessels in the Caribbean. The War Department writing this on social media when the War Department says, quarantine, we mean it. Nothing will stop the Department of War from defending our homeland, even in oceans halfway around the world. That's Fox's Kevin Cork, the U.S. has seized seven tankers so far. And another reason to have that second cup of coffee this morning, researchers say drinking caffeinated coffee or tea could lower your risk of developing dementia. A long-term study published in the Journal of the American and Medical Association found two to three cups of caffeinated coffee or one to two cups of tea slows cognitive decline and preserves brain function. Keenan Dixon joining us and Keenan the alarms are really being sounded with the warm and dry weather continuing. And Colorado's winter has been anything but causing issues for mountain towns that depend on the snow to fall. State Senator Dylan John Roberts represents a large portion of the state's mountain counties and says this winter raises red flags for the entire state. The biggest overarching concern is the long-term impacts of this. Is this going to make people not want to re-book their trips if they have a bad time because of the lack of snow? And then thinking forward to the summer and the dry season and drought that we're likely going to experience and what that means for summer sports on the rivers. He says he's talked with business owners who have voiced their concerns in the short-term, citing short-term financial losses from the lack of winter tourism. And as things go with winter tourism, we asked the question yesterday. Why hasn't Colin? Colorado hosted the winter games with all of these world-class mountains and strong winter sports community. John Roberts says Colorado could capture billions at revenue from the two-week Olympics, but with the northern Italy region, expected to bring in $6 billion from the games just this year. He admits it will be a long process to get to that point, having to look west for the blueprint. We're following Salt Lake City very closely. They're not too far away from us, and they get another chance to host the Winter Olympics in 2034. So that will definitely provide a good data point on what the costs are and then what the benefits are. Colorado is the only host to ever turn down an offer to host the Olympics. That happened in 1972 when the state said no to the 1976 Winter Games. Those had to move to Austria. John Roberts says it's been 55 years and the state should explore the opportunity with the current Winter Games infrastructure already in place in Colorado. First, the state would need to change an amendment to the Constitution passed in 1972, preventing tax dollars or other state funds from being used for investment into the Olympics. prices are starting to creep up. AAA puts today's national average at $2.92 a gallon. That's up two cents from yesterday. Colorado remains below that average sitting at $284 a gallon. California has the highest prices at the pump at $4.49 Oklahoma at the cheapest at $2.34. You're up to date on the latest business and money news. Colorado Springs Police planning to nearly triple the amount of automated license plate readers in the city. The police chief says it'll help them locate stolen vehicles, identify suspects, and piece together crimes, but some residents have voiced privacy concerns. There's legislation in the state senate that would require a warrant for law enforcement to access the data of the license plate readers, except for an emergency situations. Bad Bunny seeing a 410% jump in his U.S. streams on Spotify after his Super Bowl 60 halftime performance. The Puerto Rican stars music was also taking up the top six spots on the Daily Songs chart yesterday morning. And Kid Rock says he managed to catch some of Bad Bunny's halftime show. A sign that the AI company needs to generate revenue in a developing technology and a growing business. Joining us on the K-Wa Commons Spirit Health Hotline to talk more about it. It is ABC News Tech reporter Mike Dubusky. Mike, appreciate your time as always. I actually learned that this was happening through that competitor ad that aired during the Super Bowl that kind of poked fun of ChatGPT for starting ads. Tell us a little bit more about it. Yeah, those Anthropic ads got a lot of attention in the last week. They dropped online before airing during the Super Bowl, but they really got at a real... you know, hinge point in the AI space right now, which is, of course, what to do with advertising. So on Monday, we learned that chat GPT is going to start integrating advertising into two of the versions of chat GPT that are out there, the free version and then the lowest tier of their subscription version, which is called chat GPT go. It is $8 a month. The ads are going to appear at the bottom of the conversations you're having with chat GPT, walled off in their own section. If you look at...

images of how this is going to look. It's pretty easy to determine what's ad content and what's not from what we're able to see. It is pretty well marked as advertisement. As for what ads you are going to see, OpenAI says it's going to match ads submitted by advertisers with the topic of your conversation. So if you're having a conversation with ChatGPT about a trip to Maui, it's going to show you ads related to Airbnbs or what have you. The company says it's not going to share the content of the chats with advertisers. Rather, advertisers are only going to see how many people looked at an ad, how many people clicked through to an ad, that type of thing. They also say they're not going to show ads on conversations related to mental health or politics or to anyone who's under the age of 18. Those are the rules that OpenAI have outlined. But even still, as evidenced by those, Super Bowl ads from Anthropic, one of their big competitors, it really does underscore sort of anxiety in this space, especially, because when you're talking to a chat by, it's a little different than doing a Google search, right? It's more personal. And once you add advertising to the mix, well, then that really does cast a sort of Paul over exactly how trustworthy a lot of these conversations can be. Yeah, so, Mike, if I did a Google search or an Amazon search of a hair product that I was looking for, I wouldn't see that as the curated ad on chat, GBT, unless I was looking into ways to make hair curlier or whatever, something like that. Right. That's ostensibly the idea. Now, Open AI also says there's a way to, like, turn off personalization in the ad, so you can just kind of see random ads. But, you know, this is generally how most sort of online advertising goes, right? The company has a little bit of data on you, either what you're searching, where you are, what, you know, sort of personal information that they've collected over the years on you, and then they can kind of tailor the ad experience to you. And advertisers pay more to have ads tailored to the specific demographic. they're targeting. So it's a pretty lucrative business. And Open AI wants to be a part of that. Of course, this gets at the bigger picture, right? Which is that there's a scramble in the AI space right now to monetize this technology, which for the most part has not happened yet, despite the fact that chat GPT is more than three years old at this point. There is this sense that there needs to be some sort of robust proof that there is a business case for generative AI technology. Otherwise, investors are going to be in taking their money out. This so-called bubble is going. going to burst and innovation in AI will just grind to a halt. So advertising is one way to do that, but of course it also comes with a lot of risk as well as we've been outlining. What's more, all of these chatbots that are out there, chat GPT, Claude, which comes from Anthropic, Gemini, which comes from Google, whatever, they're not, you know, that different to the average person when it comes to the experience. The moat between jumping from one to the other is very shallow. Adding ads to the experience, you know, has the risk of cheapening that experience. And it's pretty easy for someone to just click away to Google and go do their AI searches there instead of at Open AI. So that is a big risk that the company is taking on. A quick minute left. But I do have a question one that comes from like the tech perspective of advertising. You mentioned a number of the AI platforms that we have. And a number of those did have Super Bowl ads. Do you see that as almost like a cry for help of we need to get more traction due to the... this AI bubble or is it just trying to become the best in the top out of all of them?

I think there's two ways to look at it, depending on how optimistic you are about the future of the AI industry. Of course, there are any AI boosters out there who say that this is the technology that's going to usher in the next generation of our technological lives, right? It's going to be this life-changing thing. But, of course, we have to regulate and we have to go about it the right way. And the follow-on from that would be that obviously there would be a lot of sort of advertising and attention on generative artificial intelligence. at a platform like the Super Bowl. On the other hand, it wasn't so long ago that all the ads during the Super Bowl had to do with crypto in some way or another, and then we saw that bubble burst a few years ago. So there's a fair amount of skepticism that I think people have looked at the Super Bowl ads with regards to AI in. Just because, you know, it does seem like there is this, you know, increasing desperation among a lot of these companies, which are very prominent to make money. And, you know... So far, that just hasn't happened yet. Forgot about all those cryptoats. Jesus, there were so many of them. They weren't even good, too. Yeah, yeah, that's the shame of it. The Aurora City Council moving forward with a proposed tobacco and vape retail licensing ordinance that shop owners worry will eliminate their businesses. At the end of the day, we're trying to protect youth. That's why Stephanie Hancock is sponsoring a city ordinance requiring all vape and tobacco shops in the city to have FDA labels on their products and stricter penalties for shops that sell to teens. If the measure passes a final reading, shops could be fined $1,000 for a first offense of selling to minors in 2000 for each additional offense. State Representative Tammy Storries says a quicker search could have stopped the Evergreen High School shooter who was under federal investigation during the attack. As we look for answers in the wake of this tragedy, we discovered systemic failure in the law enforcement and search warrant process that took place. She says the legislation brings Colorado law in line with the modern realities of the internet. In Colorado Democratic Congresswoman, Brittany Pederson agrees. sponsoring a similar bill in Washington. As we see an exponential increase in the radicalization of our kids online with easy access to firearms, which can be a lethal combination without the tools necessary to intervene. The investigation into the Evergreen shooter took three warrants. Colorado lawmakers looking into a bill that would protect so-called kid fluencers, children who are featured in social media content that generates income. The measure would require parents to establish a trust for their children if the child earns at least $15,000 a year from online content. It also provides the right to remove online content once the child reaches adulthood. Bill co-sponsor, Representative Megan Lukens, says there's another profession. It prohibits sexualization of children for profit. So it creates a civil cause of action for damages. And it also prohibits intentionally sexualizing children for financial gain. A bipartisan bill passed the House Judiciary Committee unanimously and will next be considered by the full House. Another measure at the state Capitol could increase the penalties for speeding. State Senator Dylan John Roberts wants to see heftier fines and possibly jail time for habitual offenders. If you get another speeding offense within the year of that first one, you're going to see an increase in your point violations. The bill has its first hearing with the State Senate's Transportation Committee in a couple of weeks. A 23-year-old man faces multiple charges related to a deadly hit-and-run crash in Thornton over the weekend. The left a 14-year-old boy dead. I hope you get what you deserve. He was just the baby, my baby. Elena Benali's son, Jaden, was riding a motorized bike north of Huron Street Saturday night when he was hit. The warm winter continues in Colorado and its impact on mountain towns as being felt with each passing day of low snowfall. The U.S. women's hockey team will meet rival Canada today in their final preliminary round game at the Winter Olympics. U.S. hockey goalie, Gwen Phillips, says it's always fun to battle with the rivals. U.S. and Canada, we both get up to those games, and I think, you know, we're going to bring our all, and they're going to bring our all, and it's going to be a really fun match-up. The U.S. are 3-0 so far following yesterday's 5-0-0 win over Switzerland. The Americans have now outscored their first three opponents, 15 to 1. The Canadians are 2-0 in Milan, puck drops at noon. The men's hockey tournament featuring a number of Colorado avalanche players starts tomorrow. I'm Gina Dixon on K-O-A, home of the buffs, Broncos, and Rockies in K-O-A sports today at 3. Colorado's morning news. COA news time 548. The National Laboratory of the Rockies, formerly known as NREL, laying off another 134 employees. The spokesperson for the federal research facility in Golden said that the cuts were made in response to existing and anticipated funding levels, as well as the alignment with the Department of Energy's priorities. The Trump administration eliminated 114 jobs at the facility back in May. Colorado State Patrol says a horse was killed after it crossed into the path of two vehicles on I-70 and Grand Junction. This happened early Sunday morning on the eastbound side near mile post 22, resulting in a multi-vehicle, even rollover crash. The horse died at the scene and one person was taken to the hospital with life-threatening injuries. No other details had been released. Flights to Cuba canceled. Beginning today, Cuban officials say they won't be able to supply planes with jet fuel, both Canadian and Russian. flights will be affected in all of this. We know Canada and Russia play a critical role in Cuba's tourism economy. That's ABC's Nicole De Antonio. The lack of jet fuel comes as the Trump administration stopped Venezuelan fuel shipments. Some of the skiing events already underway. Where do we stand on a medal count for Team USA? Well, we're still at two. Two medals. They're both gold. That's great, yes. But the host country, Italy, now has 10. It picked one up earlier today in the speed skating, the short track speed skating. But you're right, Schiffron. McKelley's going to be on the slopes in about 10 minutes or so for the slalom portion of the combined. We do know that Breezy Johnson, her partner in that had the fastest downhill speed, faster downhill time earlier this morning. So they'll combine Breezy's time with Michaela's time to come up with this. And it's thought that they may have a gold medal behind them. So we'll see what happens with that, Gina. And literally just a minute ago, it looks like Ben Ogden was just awarded silver. The second in the world to become the first American man to win an Olympic medal since 1976 in the cross-country men's race, which must have just gotten underway. So medal count to three, two goals and one silver. What are we seeing? right now. This is a funny story, but I feel like it comes up often for some reason during the Olympics, some issues with their actual physical medals. Well, and part of it may be the athlete's fault. Yes, Breezy Johnson said yesterday that yeah, her metal broke, but in kind of a mea culpa at the post event, the news conference, she said she was jumping up and down and celebrating and realized that the metal had become separated from the ribbon that holds it around her neck. A German athlete had the same thing happen with his bronze medal. He's jumping around and dancing with his teammates and his two separated from the ribbon, so they'll be fixed. Maybe it's a design flaw. or maybe it's just athletes who are a little too excited about winning. At least it's the ribbon. It's not the actual medal that they're realizing is coming apart or breaking or anything like that. Also, yesterday we got a little bit of an update from Lindsey Vaughn and even her dad following that crash. What were the statements that we heard from them? Well, we heard, you know, Vaughn insists that she was, she didn't fall, she didn't because of her ACL rupture that she suffered a week before the Olympics began, but simply because as she came around a turn, she hooked the flag there with her arm, and that threw her off balance. She went tumbling down the hill, suffered a bad fracture of her left leg. So obviously she won't be competing at these Olympics again, but her father says that she's in good spirits and is expected to make a recovery. Yeah, that one small update there, and she wants to clear her. As the ACL, this was simply because I snagged that. ABC News correspondent, it's Jim Ryan. Jim, appreciate your time this morning. I like the Winter Olympics. I think I like them a little more than the Summer Olympics. I agree because I enjoy watching some of the sports that I feel like I don't see very often or have no idea even exist. Like that one where you have to ski and then shoot targets, whatever that one is called. Is that the biathlon? Yeah, I think you're right. Yeah. Which I think is wild. Isn't that seem awesome? And then Luge obviously is crazy. And then skeleton going the opposite way. So if you're on one of those little sleds going feet first, now the skeleton, you're going head first. Is that what the difference is? Yeah. I never figured that out. Are you booking a guest to talk about that? Yes. So I think that is tomorrow, actually. We have a colleague that works in the Springs who apparently... What do you call it? Tried out for the Olympic team, the Olympic skeleton team. No idea how he got into it. I guess if he's in the springs, maybe they have the infrastructure somewhere where he was able to practice and train for it. Not part of the team this year, but we're going to talk a little bit more about what in the world that looks like or how you get into that because Luge is one thing, but then going head first is unreal. Unreal. A couple things about some stuff you were saying before. First, Breezy is an awesome name. Especially for a skier. Especially for a skier. And by the way, she's like, I think she's 30. Oh, wow. So she's, you know, maybe older than you might think of for some of these folks are the Lindsay Vons in her 40s. And the other thing is, don't you think that? Olympic medals should be made in such a way as to withstand the celebrations of somebody jumping up and down in excitement. First, I don't remember what the other games were, but there was a time where people were noticing that their medals were tarnishing, like instantly, instantly tarnishing for some reason. So at least it's not, I don't know what issues better or worse. I guess if your ribbon is breaking off, that's easy to repair, but a tarnishing medal after already getting it, you were kind of like, What? And that's weird. Gold's not supposed to tarnish. I know. So jumping up and down and then instantly the metal ripping off of the ribbon is... Yeah, that doesn't seem quite right. Uh-huh. Uh-huh. All right, we got a ton of stuff to do on today's show.
